In Ohio they'd lose their guns
I'm not sure what the punishment is down here but these idiots would've lost their guns for doing something as stupid and unsporting as baiting in Ohio. These are the types of idiots that give hunters and hunting a bad name. Is it so hard to actually go track and kill your prey?
The best story of this kind I ever read was about the Ohio wildlife officers that put a fake deer next to a road and then arrested the idiots that stopped their truck to take a shot. I mean honestly, it's not moving, can't you tell it's a fake?

Bear hunting is illegal in Ohio. Illegal hunting should be more than taking your gun away. That's the first thing the Wildlife officer should do. At that point all hunting guns would have to be confiscated. That could keep a small firearm (piston) for protection. Nobody would be dumb enough to hunt for bear with a pistol. Second offence, 20 minutes in a cage with a monkey with a pistol. Better hope he hasn't been practicing. 3rd offence you get chunked in the bear pit at Knoxville Zoo with male monkey-doo spread all over you. There would never be a fourth offence. Anyone that breaks the laws with a weapon is dangerous and deserves to be treated as such.

Although you're wrong about the hunting bears with a pistol thing. I guarantee you there are people that hunt bear that way.
